You may not have high enough attunement. Certain spells require more slots than others. I believe some take up to 3 spell slots.
The Dragon Remnants covenant is only accessible once you reach Dragon's Shrine, a late game area.
[spoiler]To join the covenant, you must find the dragon egg on the alter, and take it to the merchant near the first bonfire in Iron Keep[/spoiler]
