Ill will is awful, its inaccurate, has a ton of unpredictable recoil and has terrible handling. Sure final round and luck in chamber are good perks to have (mainly pvp) but it's awful stats don't compliment the weapon much and you'd be far better off using a handcanon such ss the fulcrum which has more beneficial stats to benfit that perk setup
