I got 6 from IB and one from a NF. Not dropped from PoE 28 & 32. Not tried 34 since none of my friends have level 34 characters. And, as I mentioned, it is boring. None of my friends are in a rush to complete level 34 PoE regularly to get Etheric Lights.
I wouldn't say impossible, but it doesn't drop for me. My RNG luck is garbage. I have yet to get a key from a Ether chest. NOT ONE!!!

Play more, there's over 10 chances to get etheric light a week depending on how many characters you have.

I have a job, a wife, and kids. I already play around 20 hours a week as it is. Not going to play more Destiny. I already do 3 NFs, 3 Weeklies, and PoE. No friends to play ToO and people you find online are jerks. 20 hours a week can't get me a couple of Etheric Light a week?

Ok I guess it's super hard to get them you win. All I know is I have 25 of them plus all the stuff i ascended 😂
