The post HoW Felwinters is alright. The Matador, Party Crasher and the Judgement are all almost tied. The pre HoW Felwinters with shot package and hammer forged is still the top shotgun. But an any case for a shot gun you would want shot package, reinforced barrel, and aggressive/accurized ballistics. The last tier perk is up to you. For sniper rifles you'd want hidden hand for sure, then hand laid stock for a middle tier perk. As for scopes that's a little more personal preference but I'd vote for Ambush or Shortgaze. For a rocket launcher in PvP, you'd want tripod/clown cartridge, tripod, javelin and definitely grenades and horseshoes for most situations. As for the rest of the weapon types perks are a bit more flexible. Re roll a weapon that you think has good base stats, then play around with different perks till you get a feel for them then make your decision.
