I've played that map a few times in elimination over the past few days and it isn't unlocked for me either.
Playing on XBox 360. Gamer tag is Aerosol Meat.

So I can confirm that playing Black Shield map on a crucible playlist other than a House of Wolves elimination one unlocked the card. What's odd is that elimination was how I unlocked Widow's Court.
