Steam usually has a sale that it's cheaper
Fallout 3 was 12.99 GoTY edition with all dlc
NV was 19.99 with all dlc for last gen
They have separate stories that don't correlate with each other so you'll be fine jumping in anywhere
But Fallout 4 will most likely be similar to 3 since it's the same developers

Oh, I'm not entirely fond of single player only games, but for $20 I may just try it out
