Let me explain as I have just been taught the ways of the sniper! First you need a good sniper. LDR, benevolence, longbow, or even the spear. They have decent aim assist getting you close to the actual target where you just line the shot up! Weapons like preadyths and icebreaker gives instant body shots and can be good but you should never use these if you want to improve as a sniper because you are tempted to camp (icebreaker) or body spam (preadyths). When it comes to perks you need to find some that fit your playstyle. With mine its benevolence with target acquisition and grenadier so when I am sniping I know something has my back!
