Social progress isn't solemnly based off of the perspective of one's personal opinion of "progress", social progress can also be achieved through economical developments which would encourage a population to become more aware about their health, education, etc. Like I precious mentioned towards Commando, things such as large scaled sustainable developments do all of this by encouraging people to walk more, rely less on vehicles, reducing air pollution, and overall affecting a population's health and life expectency. Texas has plenty of projects that encourage sustainability. Urban villages affect an urban population drastically, this also assist on closing in on economic segregation located in cities. The issues you're focusing on make up a small perimeter of the whole shape of social progress. Health and sustainability also contribute towards social progress.
