It's an adapter that cost around $120. Allows you to hook up your controller, a mouse, and keyboard to the adapter which then relays your keyboard and mouse inputs to the PS4/Xbone as if it was the controller. A lot of people who played PC shooters prefer to use a mouse and $120 is well worth being able to have that level of precision and comfort.
