No, both are at fault.The victim because he thought strangers wouldn't pull such a thing, thought the parents would have told him to not trust strangers or yet the older brother(which is OP) could have told him about what internet strangers can pull, and the suspects because they would actually pull such a thing just for a friend, which is a very dickish move.I'm just being realistic, life isn't gonna be pretty all the time and it's not gonna be where the 11 year old is never at fault.Also, i'm not a dick to younger children either.
