Can't tell if you're serious.
Why would you spend $80 for content you already have just to get a couple useless items that you admittedly don't want and wouldn't use?
The DLC itself is $40, the same price that has been rumored since December.
What's the issue here?

The issue is I can spend 25 dollars on a horse or 40 dollars for content I already own, and 40 dollars for the additional stuff that's actually worth my money.

All of it is. The cost of the stand alone digital download is $40, with the VIP rewards and more. The other options for more money come with the base game and previous DLC. One comes with collectors content, that's not needed, but an incentive to get people to spend more money.
