I feel like every now and then a free thing should be added to the game like a new strike. Not too often, maybe one between each DLC or something. And not too easy or hard, with the level being under 30 for those without the DLCs. (Not entirely sure how level caps work if you don't have the DLC.) I feel that's reasonable.

Non dlc owners have access to the same vendors as dlc owners do. They just don't have access to the activities. (PoE, ToO, story missions, etc)

But what about light level?

Same vendors=same armor. Same chance for etheric light in NF. So, yes, same level cap.
