"OR" is the key word you're missing there. Have a character above lvl 30 before August 31st OR just have the previous two DLCs.

That's exactly my point you dull -blam!-!!!! How is a new player, who buys the collector edition, going to have a level 30 character, two weeks before the collector edition is available to buy???? Hence everyone who played the game in year one gets the year 1 founders rewards
