If someone is offline and you skip them for obvious reasons. Do you give them a chance to hop on with you again or do they go back on the list if they sign up?

I mark them in red for offline, and they would be the next to go. In order of how ever many were marked offline before them. So, no need to sign up again, as your place will still be held on the list.
