Wait, does that actually work? If I buy an Xbox One and use my same Xbox live login, my characters are all on my new system?

Yes. You can't play between generations but your data is saved to your live account. If you purchase a One you will have all your stuff on it.

It did when the game first came out (worked as of Christmas), I'd check to see if it's the case before buying now though.
