If you buy the $80 Collectors Edition, you get everything included in the $40 one, plus the exotic stuff correct? I just briefly read over it but I see now that it's sparked some controversy. I was going to just buy the $40 one but if the exotics are good, I want them as well...

Correct. The $40 only gives you year one junk that has no value. The $80 has all the good stuff but they have yet to make a package that doesn't upsell it by including the game and first two dlc's.
