Because currently, base max is only 20. When TTK hits, that max will go up to 30.
I'm not talking about light level. Currently light is at 14+ (20+14=34)
It's not quite yet known what the new light cap will be, but it is known that there base level will increase by 10.
So that we'll be able to level up without light to run the low raids to gain more light to run the new, higher raids.
