If I'm not mistaken, the collectors edition will do like most legendary or GOTY editions and have codes for all of the DLC. I'll be giving the TDB and HoW codes to a friend who wants em.
And even if it is on a disc, I'll just give them the disc. No point in me having the same stuff anyways.
