Sometimes this is a target patrol mission as well but it's the area just past all the big fans when coming from the Divide. If you remember the videos, this is where they get "The Thunderlord" during their E3 presentations and stuff. This is on earth.

Observation =\= false statement. From the hue of the screen and limited camera angles, it looks like the reef.
