It feels like that. The House of Wolves repaired (in my opinion) a lot of what was wrong with their practice. It made Destiny fun and enjoyable again. Now with the whole Taken King fiasco, I don't know. I'm going to wait until closer to release and see what happens. The content looks good but I don't need to purchase content that I already have again just so I can get a handful of items I couldn't get otherwise. The emotes and shaders may be pathetic for all I know.
