You will have to expand on that.
What do you mean by "rare spawns", and matter of fact define "special loot tables", more in depth explanation would probably be good, maybe some references.

Sure. My fault. An enemy that would have a small chance to spawn during a patrol in a specific area that would have extra health or special abilities. If you are lucky enough to find the enemy or lucky enough to down it, it would have a chance to drop special weapons/gear/shaders only available from that one enemy. Sort of a take on a world boss but maybe easier to solo than a world boss should be.

Thats the whole point of a World boss though, its meant in a way to bring guardians together. We have enough content people want to solo and attempt to solo. I want to meet new friends, and have a blast! But good idea nonetheless and could be added as new Public Events.
