One quick correction. The $20 would be for the CE upgrade, not the VIP rewards. The VIP rewards go to anyone who buys TTK and has both TDB and HoW or a level 30. The CE upgrade is for the three emotes, class items, and shaders.
But definitely a nice gesture.
