GTA V, Black ops 2, Black ops, MW2, MW3 the highest selling non-Nintendo games of all time, are all rated M.
Destiny would have been just fine.

Destiny would be seen as a gamble to investors because it didnt already have the support that all those sequels you mentioned have. Not to mention that bungie also created a new genre with destiny. Unproven as a money maker.
