Who is the top VILLAIN?
Out of any type of media (videogame, movie, anime, ect.) who do you think is by far the most terrifying, sadistic, or feared villain of all?
Base your answer on the villains personality alone. Not "who would win in a fight," but rather who is purely the most maniacal or evil of all!

I really liked Saren from Mass Effect and Loghain from Dragon Age: Origins. They where doing evil things, sure, but their intentions where good. Saren wanted to preserve the species of the Milky Way and Loghain wanted to keep Orlesians away from Ferelden after a bloody war to gain independence.
