I'm sorry but I must agree with OP, Parents should get 40 years and the offending Child 10 years in jail. Children think that it's alright to kill without considering others feelings, take Oryx for an example, the sub 18 year olds are just killing his son Crota without considering how it might make Oryx feel, not only that they are now excited about killing Oryzx, as if he hasn't gone through enough.
