I got the connection but I meant the look of it seemed out of place for the dragonball universe.
Also to achieve the form all a saiyan had to do was be able to go great ape and turn ssj and be in control. Which basically mean if vegeta grew his tail back he could've achieved that ish back in the cell saga lol.

No actually you have to go Ss in great ape form to reach ss4 which is a power level above ss3 which they didn't have in cell saga but I c your point.
