Fallen: House of wolves card is glitched. I have completed house of wolves with all characters.

Try starting the Ishtar Collective mission on Venus for that card. It used to unlock when you viewed the first cut scene in the Reef after the Stranger's Call mission, but the unlock condition was changed in a February patch.
