I just look at it from a willingness to destroy. Goku doesn't care for destruction he fights in hopes of a rematch in most cases. When buu turned back into kid he would land on a planet and blow it up, himself included just cause, then he'd heal and move on. Bills blew up planets cause its his job and more than half the time he never even set foot on the planet. Only reason he didnt for earth was his search for the ssg. And after seeing goku go further than the video whis showed him he had higher hopes that someone on earth could exceed gokus ss3 so he kept looking. Even after the fight bills could've killed him several times or flat out in the beginning. The plot lines they have for each characters personalities all flow through the whole show with minimal development on gokus part during the z series. For every enemy he meets for the first time he screws around too much in the beginning. Id put vegeta and broly over him beating atheon because vegeta and broly prefer to just blast on sight. Goku is to curious. Not to mention post teleport there's noone there to reopen the portal. Id like to think his ssgss mode would let him te travel but I feel like that would've been worked into ressurection f at some point. Granted it would be been a massive paradox but still.
Damn I know this was supposed to be over and sorry for running off at the keyboard but I enjoy talking about this topic. Seen alot of good strategies and counter points in here, all in good fun though lol
