Installation 00 (The Ark) makes new Halos to replace any of the active 7 that are out of commission.
Does the Ark make new Monitors to go with those replacements, or are the old monitors always assumed to survive their original Halo's destruction, should they occur?

Monitors come from Forerunners. They are not AIs. If a monitor is destroyed(Guilty Spark) or captured (Penitent Tangent) there is no way to make new ones. I would assume the Forerunners were turned into Data, like the composer does, and given the monitor bodies.

The only monitor's history we know of was Guilty Spark. We known was an ancient Human composed by the Forerunner to become the AI known as Guilty Spark. We don't know the history of the other Monitors, but if we assumed they were similarly produced, it brings into question who maintains a Halo once a Monitor is destroyed.

Where did "we" find that out? Because I was going by Halo CE Anniv terminals, which talk a bit about the monitors and such right after their transformations.
