There is a far more sinister theory that I find more plausible. As you know, activision publishes destiny and call of duty. The release times for these games was very close together, and since they are both FPS games, they compete over the same market. I believe the content was cut from the September release, because CoD had a November release. If destiny had included everything they had ready, everyone would be knee deep in raids, and uninterested in CoD. If you watch the early ViDocs of destiny, coupled with how the "DLC" areas were in the game, it's fairly obvious a lot of content was stripped. What turned into a stroke of luck for Activision, or maybe by design, CoD: Advanced Warfare had the least content of any CoD game to date. So when The Dark Below launched in December, people were already bored of CoD.
