I've did it before where I helped someone who was doing the mission for the first time and I received the strangers rifle again.

Yes it has. I don't know why its so hard to comprehend for you but it can happen. Most likely a glitch but it has happened for me.

I've helped friends complete the story with their low level characters several times. Never dropped me a new Stranger's Rifle... until last week. Now I've got one again. No idea why it dropped that time and never before.
