A satisfying way to solve the match making issue would be to have a special social space, where there's nothing. No vendors, no factions, maybe a vault access, but allows a lot more people in the same space. Like 24 or 30, for the only purpose to inspect other players and create fireteams. Being able to join without leaving the space would be nice. As would combining spaces that get under 10 people. To make it easier on the system you could require a guardian to be a 30 to enter.. all 28 lvl encounters (ex norm vog) are self matchmaking and work well. I believe this would give the lone wolves a way to find a pack without blamming bungie for bad matching.. nothing can stop a random from leaving in round 5 of skolas but atleast we couldn't blame bungie cause like a horrible girlfriend... you chose them.
