Educated opinions only, please.
EDIT: We're talking skill here. This isn't a popularity contest. Both options here consistently play on words in a clever manner, with well thought out rhymes and rhyme schemes. I feel eminem wins because while he might not focus as much on rhymes as much as diabolic, he sticks to his message more.
Trap is irrelevant. It's never unique, ever. I can put on a trap song and predict every other rhyme. Again, this isn't a popularity contest. It's not who gets the club most hype. It's about true, raw skill. And don't be discouraged by there only being two options. Out of all of the rappers I've listened to, I've listed the top two based on words used, flows, story telling ability, vocabulary, ability to use multis, wit, and freestyle ability.
So please, let me know who you think wins. Maybe you'll lead me to a new favorite artist.

Unfortunately I haven't listened to these two extensively enough to give an opinion as to who's best. I mostly listen to Australian rap and people like Eyedea, Brother Ali, Atmosphere.

Personally I enjoy different Rappers for different reasons. Always gonna love Eminem, he's been there since the genre was just picking up and he's a musical genius. For speed I enjoy Tech N9ne's songs, Just listening to, I've always loved Kid Cudi. The man's stuff is just so different from everyone else's and it usually speaks true to how everyone's felt in their lives at one point or another. I've grown to very much dislike this modern day "rap scene" as it is just filled with wannabes and people who can't rap. Always falling into the same category of "I'm rich and I'm going to shout some words, with some guy in the background making some irritating noises." Of course their are some exceptions (like some of J. Cole's work), but the majority are quite like that.

Between the two that you picked, Eminem is the clear winner. Much more dynamic and prolific than Diabolic. My pick would be Kendrick Lamar. I don't want to get into the whole mainstream/underground crap, because realistically just because underground rappers are edgy and don't follow "the system" doesn't make them anymore skillful. I would also put MF DOOM over Diabolic any day. I hate when people dash an artist because they're popular, it's such an annoying hipster attitude. One of Kendrick's biggest hits (Swimming Pools) is an emotional track about alcoholism that ties into the story of GKMC. He's a top notch lyricist, and he knows how people will react to his music, so he accomplishes his intentions. TPAB was one of the most skillfully articulated story albums I've ever heard, all while remaining socially conscious, relevant, and reviving the idea of a feel-good emcee (such as KRS-One) with tracks like "King Kunta" and "I". Also, I find it a tad pretentious that you only put the two options you did in the poll. There are many great artists out there that contend with those two on many levels.

Eminem for fast rap that even I can't rap The dude that raps from Linkin Park for non swearing rap from hybrid theory and meteora

Props for actually having diabolic up there, most of the plebs around here have no idea who that is though, my vote would be for celph titled.

J. Cole you mook, then Kendrick had a close second. But then again I'm not big into rap, but if anything that speaks more so if how good they are that I really really like them and their lyricism.
