There are probably a ton of reasons. Everyone can equip a sniper as a secondary so less need to use a scout rifle. Scout rifles are difficult to use in CQC. At distance, players are probably going to hide once they get hit a few times. Mid-range is the optimal range in multiplayer so handcannons and pulse rifles win.
