The main reason is that most maps are designed with medium-close range combat in mind. Scouts are strictly medium-long range guns. So you get outgunned a lot in the majority of maps.

    Before 1.1.1 scout rifles were much more prevalent in the crucible. You still outrun people at close battles with the Mida. I've done it many times. Main reason scout rifles are no long prevalent after that atrocious weapon changing patch is because Bungie over-nerfed or or over buffed certain weapon types and before that they buffed Thorn way too much. Scout rifles no longer do the bigger damage they used to compared to the now more powerful pulse rifles and especially the hand canon damage especially the exotic HCs. Bungie overdid things and now we have the massive mess in Destiny's weapon balancing. Scout rifles should be good for most of these maps like they used to before, but the imbalanced mess the morons at Bungie created made scout rifles not as effective as they should have been and how they used to be. God I can't wait for that weapon balancing patch...hopefully Bungie can remove the mess they created after that patch. I'd love to see the more varied guns like it once was...now it's mainly shotguns and hand canons and pathetic Thorn douchebags. Rather sad, they used to have a good PVP thing going, even watch older reviews of the PVP saying how balanced and fun it is...now even big magazines and web sites are writing articles how messy the crucible has become after that patch.
