Another angle could be that it uses motes of light or strange coins to buy and you get them from xur. That way everybody no matter what they enjoy doing in the game have a chance to get it and not be forced into PvP. He's always sold the upgrades for the exotics so why not do it that way.

Motes and Strange Coins are mostly RNG based, short of doing the couple of activities that rewards them. If Vanguard/Crucible marks are used than players have a guaranteed reward from doing activities that are accessible to most players. I'm trying to come up with a more guaranteed way to accumulate the currency needed to obtain Etheric Light. Also, I'm much more likely to spend my Coins and Motes than I am my marks. I know this may not be true for everyone, but that's the case for me.

My only view is that with it coming out with the dlc it doesn't tie on with the normal vendors items. Where on the other hand xur or the house of judgement would be the place to put it.
