its prob because it made you go through things quicker and bungie wants you to spend as much time on going forward and backwards through a map. There is no reason for this nerf since no one abuses black hammer in PVP and it seemed pretty balanced and rewarding for a good sniper in PVE. Maybe they nerfed it so you'll feel like some ttk snipers can take its place.
