I don't know, man. Something tells me that they'll leave "Shoot to Loot" in the game...for rares and legendaries. I honestly don't think that's any more logically feasible than the White Nail perk. There's really no valid reason to screw with the Black Hammer, and I've NEVER heard a single player complain about the White Nail perk being too good...and that's coming from a community that has broken world records on complaining about almost everything in the game.
