It's a Legendary, not an Exotic. This is fair considering how common of a drop it is.

I still don't have it. Though I only raid once a week on one character and haven't been back long. My friends who have been doing Crota on multiple characters have it. It's ability will reflect that it is a Legendary now. It was performing as an Exotic. Clown Cartridge is a fair Legendary effect. A chance at one rocket pulled out of nowhere. But not guaranteed billets.
