The problem is that the main reason for using the weapon and it's speciality now work against it. You will not always have 18 shots to get off which is the problem. Sometimes you will have 9 which means 3 white nails then you're done.

So the ability to potentially have unlimited sniper rounds isn't slightly broken?

If white nail didn't have a timer then yes it would be. But seeing as how the perk is most useful against bosses that are stationary no I don't think so.
