They took a highly situational weapon and made it even more useless. The only really great thing about BH was using the White Nail perk on stationary enemies. The reason they hit Ice Breaker was because if you had Ice Breaker and BH, than the BH nerf would not have been as bad because you could swap to IB, wait for it to fully charge, then swap back to BH for a partially refilled magazine in very little time. Now, using that trick will take twice as long. It's like they are intentionally screwing with the players.
