I assume it is the same reasoning that backs the nerfs to Gjallarhorn, Ice breaker, and Shot guns. They made a lot of content ludicrously simple. Blackhammer is in the same boat. It is an exotic tier perk that probably should not have been there in the first place. Personally, I will be looking for a sniper rifle with Triple tap or replenish to take it's place.
