EXACTLY THE POINT OF THE NERF.
How in any shape or form is it ok for people to PURPOSELY shoot a few rounds off so that they know the next shot will One Hit K.O as long as they scratch any part of a persons body?
Snipers are supposed to be accurate and precise, not perk abusing scrubs.

That's a good point maybe detect if the people are wasting bullets or actually hitting people to decide if the perk should a affect the damage

It takes two body shots with a sniper to kill someone so i don't see the point in going to all the effort. Snipers didn't need final round in the first place as all it led to was abuse. A headshot kills. 2 body shots kills. In pve final round will be good for extra damage which is great.
