This is true but this only beat other snipers if you had a cool hand, I know many people with it that can't make the most out of that perk. Whereas others who have worked on the skill its an amazing weapon. Icebreaker can still be extremely useful if used correctly, ive seen heaps of legendarys that can beat an exotic of the same type.

Fatebringer is a legendary that beats exotic handcannons in pve but isn't good in pvp. Just like the blackhammer is good in pve but not pvp. The raid weapons are actually harder to get than the exotics because there's only one way to get them. Unlike exotics which xur sells, come from Poe chest, trials, nightfall and random drops.
