It takes two body shots with a sniper to kill someone so i don't see the point in going to all the effort.
Snipers didn't need final round in the first place as all it led to was abuse.
A headshot kills.
2 body shots kills.
In pve final round will be good for extra damage which is great.

I can understand where you're coming from final round was more intended to be a pve perk
