I love these guns
The Black Hammer is an excellent tool for speed running level 28 strikes and the Ice Breaker is an excellent Nightfall tool
Neither of these guns are OP in Crucible, in fact they're rarely used
These changes are not necessary and will bring the overall quality of PvE down
