Storm armor isn't exclusive to Jul's Covenant.
The fact of the matter is that in the post war era, Storm combat harnesses are more accessible than other harnesses.

Ok. But, is the "minor" armor still in use? I would think that some SOS Elites would wear that even in the post-war era. Heck, we even saw some Elites wear the "minor" harness in the prologue and epilogue cutscenes in Halo 2: Anniversary (with red and gold colors).
