Signed. I detailed my issue with the Black Hammer nerf on another post, but as others have said; the Ice Breaker nerf is uncalled for. I think a lot of people will say that Ice Breaker is actually in a really good place right now. It feels really balanced as is and does not feel overpowered in my opinion. It also doesn't need almost a 40% reduction in DPS. That's a bit ridiculous.
