Are you serious? So if Gjallarhorn is almost on par with other rocket launchers then wouldn't any RL be sufficient? If it's only a little bit better instead of astronomically better then nobody should care, right? If on a scale of 1-100 Gjallarhorn was 100 and truth was a 75 and you bring Gjallarhorn down to an 80 then everybody can play because it doesn't matter what rocket launcher you have because the difference isn't alot

The Gjallarhorn should still be the best of the bunch but it won't be as much of a must have requirement in certain situations.

Who cares about elitists? Nothing is going to "change" them. You can only marginalize them through design. Nerfing Ghorn gives Bungie the freedom to adjust current and future content around the new norm instead of a fringe case weapon.

Dragon's Breath damage output has potential that is always wasted. Enemy AI is incredibly good at avoiding AOE grenades and couple that with the ridiculously low velocity projectiles, you've got yourself a weapon with a lot of potential, but still falls short.

With HoC, if the target is "floaty" (wizard for instance), then the cluster bombs are wasted. With DB, enemy moves out of damage. Truth comes closer, but has no follow-on damage. Between gally's tracking, hidden proximity perk, and Wolfpack rounds, you have a decent amount of potential damage that will always hit SOMETHING.

If we're talking damage output, Truth is somewhere at 40 and Gjallarhorn is at 100. It's that much of a disparity.

Because damage is the most important stat. Dragons Breath was exactly what you mentioned - it is not used.

Other launchers are good, it's just Gjallarhorn was so much better, but if you bring it down to earth with the rest of the launchers then it doesn't matter what launcher you use, even though I'm pretty sure Gjallarhorn will still rule all the rocket launchers
