Your petition will do nothing.... Maybe for black hammer, because the nerf on it basically makes that perk useless and should be swapped with a different one. But for ice breaker, no. The extra 3 seconds does not make that much of a difference. Sure it goes from 30 seconds to 48 seconds for a full mag. But how is that such a big deal? Switch to your primary until ice breaker reloads...
